Since the bank law and guideline here stipulates that if such money remained unclaimed after six years the money will be transferred into the bank treasury as unclaimed fund.

My dear friend,
I am the chief in charge with this bank. in the foreign accounts department of our bank there is an abandoned sum of us$10.5 million dollars; discovered in an account that belonged to one of our foreign customers who sadly died with his family in a plane crash. In the original file he did not put any particular person as next of kin but noted "to be advised".
It is therefore upon this discovery that I now decided to make this business proposal to you so that we can claim this money. I don't want this money to go into the bank or government treasury as unclaimed bill. Since the bank law and guideline here stipulates that if such money remained unclaimed after six years the money will be transferred into the bank treasury as unclaimed fund. 
My request for foreigner as next of kin in this business is occasioned by the fact that the customer is a foreigner and an indigene here cannot stand as next of kin to this account. Based on you role I propose that 40% of this money will be for you as a foreign partner in the business and in respect to the provision of a foreign account. 10% will be set aside to refund all expenses as maybe incurred in the process of the transaction while 50% will be for me.
